We Know that before the open door policy, there is not a great difference in rural and area and many students from the poor family can manage to finish the univesity education but now the great disparity really worry us so unlike the major problem-like the incomplete development of the welfare system. In recent China, the economic problem is the major factore leading to the crime in the university especially to the students who are from the povish countryside like Majiajue.

Before 1997, the country undertake a large part of the tuition of the univesity students and students have to pay less to continue their education even if they are from the poor region, what worried them should be the living expanse. A students entered university in 1988 had to pay about RMB 1000 for the total four year’s tuition fee. But in 2002, the tuition fee rises to RMB 5000 per year and incluidng the book, and the , will amout to 60000 per year. Now the education today is quite beyond the abiltiy of average people.
Meanwhile the unvieristy don’t have a complete grant or scholarship system, according to the data of from Finance Times (Sep, 23rd, 1999), nearly 50% pf the shanghai family can undertake the expense of below 3000 and 1/4 4000-5000 thus a great mumber of people (75% of citizen in Shanghai) can’t bear the expense above 5000. Shanghai is an advaved region in china , we can imagine how much a poor family in the country will suffer and how much a university from a poor family will suffer.
Together with an incomplete grant system and scholarship system, if siutaion goes on like this , the education will be the educaiton to the rich exclusively which will be unfair to the majority of population.
The environment where people develop will have impact on adolesecent and which will make them not only have a tendency towards commiting crimes but likelly to continue their destructive activities to the point with common run-ins with law. Poverty is part of the dyfunctional life style leading to commiting the crimes.
