The adverse effect of open door policy
Since 1978, China implented the open door policy, without any doubt , that this policy will benefit the people from all over the country but as the complexity of the country and inexpeience of leader cause the adverse effect in short–term which to great extent cause the rising of the crime rate in the university campus.
a. Residence Registration System
Like elaswhere in the world, China has the difference of urban population and rural population. But what is different in China is that we have a residence registration system which means that urban people may enjoyed a priviledge welfare social system, medical treatment and woking condition. It has greatly influence the educaion esp the education in the countryside. As now majortiy of China population lives in the rural areaa. According to the national survey conducted in 2000(the lastest one) till that time, there are 0.455 billion of population living the urban area occupying 36.09 percent of the total area while those living the countryside occupies 63.91 % of the total population which increased by 9.86 % compared with the survey in 1990. As taking the national entrance examination and becoimg a university students is a only way for majority of rural students to own a urban residence registration .So both studnets and teachers will only focus on study without other issues even taking part in the extra-curriculum activities .
The open door policy called for the reform of the residence registration system, but it can not totally abolish the total system .
The existence of the residence registration system will add the burden to the junior and senir higher school student in the rural area. The test –oritented education is thus more popular in the rural area and in the urban area, and many students in the high school only push student to study hard to achieve good academic achievement without even thinking about a healthy development of psychology or personality while middle school stage is the most criucial stage when a people begin fullly develop his personalty .
From the investigation, we can find that Ma Jiajue comes from a poor countryside in Yunnan province .
b. The great difference between the rich and the poor
Now we have to admit that there is great difference between the rich and poor and even within the city. To some extend, it leads to the rise of crime in the university campus.
Because of the residence registry system, the ratio of urban per capita income to rural per capita income is 2.36 which is higher than average developing asian countires which is 1.5 times.
And the open door policy made the disparity between the urban area and rural area and the rich and poor widen. A chart from the statistics yearbook 2002 can clearly indicates between the gap of the urban and rural in current China.
