Crime in the Ivory Tower-A study of growth in crime in the university environment with particular reference to the crime of murder

The rise in the number of crimes in universities recorded in criminal justice statistics over the last 26 years since the open door policy in 1978 is a major area of concern. Tackling youth crime is now an imperative. We therefore want to explore the factors surrounding the increasing crime rate in the universities and, as educators, we also want to put forward some suggestions for reducing crime based on our analysis of the main risks and ways of reducing these in the university. We focus on the extreme end of campus crime, taking a case of campus murderer as examples of worst cases of crime in universities.

Abstract
The rise in the number of crimes in universities recorded in criminal justice statistics over the last 26 years since the open door policy in 1978 is a major area of concern. Tackling youth crime is now an imperative. We therefore want to explore the factors surrounding the increasing crime rate in the universities and, as educators, we also want to put forward some suggestions for reducing crime based on our analysis of the main risks and ways of reducing these in the university. We focus on the extreme end of campus crime, taking a case of campus murderer as examples of worst cases of crime in universities.
1. Introduction
At the very beginning, let us compare the campus crime in the United States and China. Our belief is that crime statistics among students have risen more sharply in China over the past few years than in many other countries.
As there is no national record in China on how many adolescents commit crimes, we have to take some numbers from the typical province or cities to show the fast growth of the adolescent crimes, especially the crimes in the university campus.
Compared with the number of the crime rate in the United States, the incomplete date from some part of the country indicates that we have lower crime rate than that in US campus (see the chart below) , but the numbers reveals that the crime in the university campus after the open door policy is really severe.
After research, we attribute the rising tide of crime in the university campus to rising poverty in China when the period of fasted crime growth have greatly connected with the fast development of Economy period in China . The speciaity in the Chinese society made the reasons of the rising crime in Chines campus from American or the other countries.
Current situation in China
Jiangsu Province: According to the statistics from one county in Jiangsu Province, in 1998, out of the total number of 187 cases, 66 criminal cases were committed by youths of twenty-five years old and below, representing 35.2%. However, in 1999, from Jan to Sep, among all the 135 cases, those twenty-five year olds and below committed 55 cases, raising the proportion of youth crime to 40.7%.
In the statistics, quite a lot of those criminals under 25 are students, including students who are currently studying at campus and new graduates, or those who have been expelled from school.
Shanghai: Shanghai is a fast growing metropolitan area and the data from this city may be useful for predicting change elsewhere in the future. From 2000 to 2002, altogether there were 48 university students arrested and another three were not arrested because they confessed their crimes without arrest. Previously, from 1997 to 1999, there were 14 university students arrested for committing crimes..
