The Dutch Intervention Values (DIVs), as defined in the Dutch policy as a benchmark over which the functional properties of the soil for humans, plant and animal life, is expected to be seriously impaired or threatened.　The DIVs were developed based on the assumption that all exposure routes of the chemicals of concern to the receptors are operational, regardless of site condition. For contaminants concentrations above DIV, and the first EBS level determined, remediation will be required for the subject site.　Any contamination emanated from the subject site to any adjacent sites should also be remediated.
　　
　　
　　If the concentration level of a contaminant is between the intervention value and target value, the site is considered contaminated, but the contamination may not be serious enough to warrant any clean up actions and the JTC EBS guideline (2003) recommends further risk assessment to be conducted.
　　
　　
　　Development of New Guidelines by SLA
　　
　　As more old industrial sites need to be redeveloped for more sensitive uses, SLA has developed a new set of Environmental Site Assessment (ESA) Guidelines to be implemented for State Land and Property in Singapore.　These guidelines are in the process of implementation and will apply to all sites related to industrial activities.　Basing on NEA guidelines, the ESA framework was designed to incorporate risk based approach to the assessment and management of contaminated sites (SLA, 2007).　This will allow flexible decision making to be appropriately tailored to the different land use.
　　
　　
　　The new guidelines were developed with the aim to improve the assessment quality in terms of fieldwork, laboratory analysis and report documentation, emphasize on health, safety and environmental protection and include assessment criteria for specific contaminants of concern that are relevant to the type of land use relating to SLA land.
