  Current Practice on Land Use under JTC EBS Guideline
  
  For managing industrial land, JTC developed a guideline on Environmental Baseline Study (EBS) for their land occupiers since 1998. The guideline provides a standard procedure and defines the scope of the baseline study. NEA will only require clean up when the contamination levels are unsafe for the intended purpose. Although JTC manages mainly industrial land, it is necessary to conduct EBS to identify the accountable party in the event of a site contamination.
  
  
  JTC has issued the Practice Circulars dated 6 August 2001 and 20 September 2002 to The Law Society of Singapore (JTC, 2007). With the lease management system in place, an EBS will be required as a condition to assign or transfer any lease of land. Practice Circular states that the seller will be required to decontaminate the land if EBS report shows contamination, unless the buyer agrees to take over the liability. The contaminated site has to be remediated to the standard required by prevailing law or the Dutch standards, or the ground condition established during the EBS, whichever is less stringent (JTC, 2001).
  
  
  The purpose of conducting an EBS is to establish the level of contaminants in soil and groundwater beneath a concerned site and to determine the extent of contamination at the site. Soil and groundwater samples need to be collected and analysed.
  
  
  In accordance to JTC EBS guideline (JTC, 2003), the latest edition of The Dutch Circular on Target Value and Intervention Values for soil Remediation (Dutch Ministry of Housing, 2000) is adopted for assessing land contamination.
  
  
  In the Dutch policy the Target Values indicate the level that must be achieved to fully recover the functional properties of the soil for human, plant and animal life. The Target Values were derived from the baseline data taken from pristine areas in the Netherlands, and do not take into account the subject site’s specific conditions and land use. Levels below the Dutch Target Values indicate that the soil and groundwater quality is considered unpolluted.
