在民主化研究中，公民社会范式已经成为一种重要的分析工具，这一方法假设公民社会在民主转型之前、之后的过程中均扮演了重要角色。但是，历史表明，公民社会组织可以在任何社会政治环境下存在，并非与民主政治体系密不可分。公民社会要成为民主化的推动者，必须具备某些基本的特征，也即成为托克维尔、帕特南等人所推崇的理想的公民社会。如凯姆拉瓦和莫拉就指出，公民社会应当具备以下的民主特点：公民社会本身应当民主运行，体现出多元主义和多样性，将民主的优点传递给自己的成员；公民社会必须在自己的问题议程中加入政治民主的要求，向国家施加要求开放的压力；公民社会需要增加自己的权力，或者在公民社会内部的互动中得到其他公民组织的补充。[24]随着对国家的民主压力不断增加，公民社会必须与政治社会共同作用，推动非民主政权的转型及民主体制的巩固。但是，在20世纪后期大多数民主化国家中，公民社会的脆弱性决定了公民社会在民主政治的深化发展中难以发挥更大的作用。
一个正在向民主转型的国家并不一定需要强大的公民社会，但公民社会有助于推动非民主政权的解体。民主转型后的民主巩固和民主制度的维护、完善需要公民社会发挥积极作用，但需要的是一个成熟的、理性的公民社会。显然，在大多数正在或即将经历民主转型的后发展国家中，这样一种强大的公民社会尚未发育成熟。公民社会的脆弱性也预示着后发展国家在民主转型尤其是民主巩固中将遭遇较之早期民主化国家所遇到的更大的困难。
