注释：
① 福利多元组合（welfare mix）与福利多元主义是两个既相联系又相区别的概念。福利多元组合是福利多元主义的一种福利资源安排，强调福利资源的来源多元化，是一个偏重社会结构描述。福利多元主义强调的是面对福利国家的危机，通过福利多元组合安排，将以国家的全面福利提供转变为社会诸多部门的福利提供，在社会不同部门参与下，重视家庭、社区和其他非正式组织，从福利国家转型到福利社会，化解福利国家危机，是一个偏重社会过程的理论研究。有许多学者（Abrahamson,1994; Evers, 1993; Johnson, 1999）将福利多元组合的分析归入福利多元主义理论的内容。因此，笔者在这一部分论述的福利多元主义的理论解释实际是从福利多元组合的分析范式展开的。
