1.Background Information
A :the coal law in effect now
The coal law in effect was adopted by the national congress in 1996.at that time ,china was turning from plan economy to market economy, the mechanism was not fixed yet. After ten years of implementation, many inherent problems in the law are emerging now. for instance, many provisions sounds perfect ,but lack of maneuverability. What’s more, the coal law have not done an adequate job in environmental protection and miners’ health and safety.
B: the occupational safety situation in coal mine
The occupational safety situation in coal-mining industry isnot optimize: about 3 miners sacrificed their life for per million ton coal last year , This rate is 100 times of American, 10 times of Poland or South Africa ,because there are much more mines with thick gas than surface mines in China. We produced 31% coal of the world last year, but 79% ofthe deaths in the world coal-mining industry belongs to China.

Theoil supply is increasingly falling behind demand in china. The proportion of natural gas in our primary energy consumption has fallenbelow the world average. So, China is and will be rely primarily on coal.
2. the aim of coal law revision
A: carry out the national energy strategy
China is developing at a high speed. We will need more and more energy to support the industrial and personal consumption. So the principal energy strategy ofchina is to ensure the safety of energy supply.
B: enhance the occupational safety situation
The revision of coal law will endow the miners more rights to protect their own safety. The lower protection standard of safety will be improved to safety and health.
