6.To increase the transparency of the administrative decisions.The public shall have more fight to know how government works.The judicial trial shall be also more open and shall accept the supervisions of the masses and the public media.
7.To establish the system for civil servants to report their participation in the activities outside of their offices.Especially for the business activities,the governmental officials should ask for permission from or report to the above administrations.
8.To establish and perfect the system to report the misconduct of governmental official.Now,the center for the report and the special telephone lines have been established.People are encouraged to report any corruption.Statistics shows that sixty percent of the corruption cases filed by the procuratorial organs at every levels comes from the direct report of people.
In the second step to halt crime when it commits,the important measure are taken in the following aspects:
1.Measures taken by the Communist Party and other institutes. The Chinese Communist Party is the leading party in China.Many of the leading governmental officials are the CP.member.It is important for the ruling party to keep its members away from corruption.The Committee of Disciplinary Inspection of the Chinese Communist Party therefore promulgated Certain Criteria for the Leading Officials Who are the Members of the Communist Party of China in Being Honest and Clean in the Governmental Activities in March 28,1998.In order to implement these Criteria,it promulgates that the Party committee at all levels shall be responsible for the implementation and the organs of the committee of disciplinary inspection of the Party shall assist the Party committee at the same level to put these criteria into force and respond for the supervision and inspection.In addition,the supervision and inspection of the democratic parties and people’s organizations,of the masses and the public media shall also play their roles.Any CP.official who violated the Criteria shall be investigated and given disciplinary sanction.
2.The measures taken by the procuratorial organs and the supervisory organs.The people’s procuratorial organ and the supervision organs are responsible for the report and accusation of the people.They shall conduct investigation or even interrogation when they find an official’s activities are suspicious.Through these measures,the problem can be halted at the early time.
3.Measures taken by auditorial organs,banking institutes and accounts.These measures are to discover the governmental organs and governmental officials’problems in economic aspects.The auditors and accounts shall regularly verify the goods publicly owned and the relevant accounts.And the bank institute shall check all the withdraws from the public accounts.
