In many antidumping cases, the Chinese petitioner found it’s difficult to seek the accurate and complemented proof of the import statistic from official sources in order to establish that the dumped import products injure them. And in more circumstances, Chinese companies are even unfamiliar with how to apply with the antidumping rules and other trade remedies. It reveals what the government’s deficiency exists. Evidently, the government should transit its role from the controller in all round fields to the public services provider and market guider for the enterprises. As far as antidumping action is concerned, the government has the potential to do best in safeguarding the domestic market order and clearing the barriers to global market for its companies, through providing more specific statistic and relevant information and clarifying more about the antidumping rules for enterprises. In other words, the function of the government as the social servant and enterprise’s helper should be enhanced.
At the same time, there are also lots of problems for Chinese enterprise to resolve. First of all, they should realize the importance of advance their poor accounting system, which has often led them to fail in the antidumping cases of foreign countries because they could not explain how their own cost of production and expenses are formed according to their ledgers and books, not to mention to convince the foreign investigation agency that they were not dumping. Secondly, Chinese enterprise should focus on raising the comprehensive competition ability, sharpening the competitive edge of their goods for export by ensuring good quality not just the low prices, and implementing the strategy of market diversification. They should also pay great attention to coordination between them in the competition for abroad market shares. After all, the lower price war does nothing good for them other than triggering an antidumping investigation against them. And the single export strategy heavily relying on low price products will never turn them into the stronger and dominator in the global market.
