Learn from anti-dumping games

 It is of great importance for China to change that situation as soon as possible. As we all know, the lower tariffs and fewer barriers are at the heart of WTO system and the trend in future, which was also reflected by the recent China-ASEAN Free-Trade Area plan. And with the decline of tariff, antidumping measures and other trade remedy instruments will play great roles in the administration of import and protection of national industry in each country, especially in countries not in the same free trade region. That means China should learn how to use the antidumping rules to prevent our own enterprises from unfair dumping practices of their foreign counterparts and also to deal with the increasing investigations and the possible abuse of antidumping rules against China by other WTO members. However, the difficulty in change the present adverse position in antidumping games is beyond image. Due to the continuous high growth rate of Chinese foreign trade, it is still more of the same that Chinese products are subjected to antidumping charges in the whole world. What’s more, the non-market economy treatment to China by other countries, which is allowed for 15 years in Protocol on Accession of China, leave less opportunity for China to make a progress in the games. To some extent, the past will still very much be the future.
 But the world does not come to the end. Antidumping game is only one of the challenges what China as a WTO member wishing to embrace international market and competition should confront with, just like its commitments to open market. It provides both risks and opportunities. For the government and enterprises in China, they can learn much from the pain games, which will adapt them to the international economic rules and environment more rapidly. In fact, the antidumping action is not just about a single investigation or a single calculation, but a complete reflection of a government’s import administration and a strict examination of a company’s management and accounting system. And that is exactly what Chinese government and companies can improve.
